Massey’s death underscores state delay in launching mental health response program

On April 28, 2025, at 4:13 p.m., Officers responded to the 300 block of South Water Street for a report of shots fired.

Upon arrival, Officers located spent shell casings in the alley between Water and Desplaines streets. Information was developed that the shots were fired from a dark vehicle at a white vehicle. It was learned that the female driver of the white vehicle had been grazed by gunfire in the left leg while she was eastbound in the alley.

A Joliet Fire Department ambulance responded to the scene, but the victim declined treatment to the hospital. Officers completed a canvass of the area to attempt to gather additional information.
