Joliet Man Charged in Connection with Theft of Manhole Covers

On March 11, 2026, at 3:37 p.m., James F. Smith III (58, Joliet) was taken into custody by detectives and tactical officers near South Joliet Street and McDonough Street and charged with Felony Theft of Government Property, Felony Theft, and Felony Retail Theft.

Between March 7 and March 9, 2026, the Joliet Police Department received multiple reports of stolen manhole covers from various locations throughout the city. A total of five incidents were reported in the following areas:

• 1300 block of California Avenue
• Clark Street and Wisconsin Street
• 1300 block of Cutter Avenue
• Jewel-Osco, 1537 North Larkin Avenue
• Joliet ReStore, 1395 North Larkin Avenue

In each case, a manhole cover was removed and taken. During the investigation, officers also determined that merchandise and display racks located outside of the store were stolen from the Jewel Osco location during this period of time.

Detectives immediately launched an extensive investigation and determined the incidents were believed to have been committed by the same individual. During questioning, Smith admitted involvement in the thefts. He was processed at the Joliet Police Department and released on a Notice to Appear in court.
