Joliet Mayor Terry D’Arcy said Joliet Township Supervisor Angel Contreras, and officials from the Will Grundy Medical Clinic and the Spanish Community Center committed “absolute fraud” by using a document with the city’s seal and alleged support from the Joliet Fire Department without either’s knowledge to secure an $8.6 million grant that would provide services for migrants.

D’Arcy said that alone should nullify the grant.
